bulletConsumer Labeling Initiative (CLI) Phase II Report - The report is now available electronically. The initiative is a multi-phased pilot project focusing on indoor insecticides, outdoor pesticides, and household hard surface cleaners (i.e., floor and basin, tub and tile), some of which are registered antimicrobials or disinfectants. The CLI has involved a wide range of participants representing many interests related to consumer labeling issues, including federal and state government agencies, private industry, public interest groups, and individual citizens (Office of Pollution, Prevention, and Toxics) .December 10, 1999 bulletNew from the Office of Ground Water and Drinking Water:

Safe Drinking Water Act, Section 1429 Ground Water Report to Congress EPA-816-R-99-016 - Section 1429 of the Safe Drinking Water Act (SDWA) authorizes the U.S. Environmental Protection Agency (EPA) Administrator to make grants to the states to ensure the coordinated and comprehensive protection of ground water resources. Under this authority, EPA is also required every three years to evaluate funded state programs and report to Congress on the status of ground water quality in the United States and the effectiveness of state programs for ground water protection [1 M PDF].

New Rule Updates Drinking Water Analytical Methods and Revises Laboratory Certification Requirements - This final rule contains revisions to drinking water regulations that were proposed for public comment in separate documents dated July 31, 1998, September 3, 1998, and January 14, 1999. This final rule becomes effective on January 3, 2000.

bulletThe Effects of Composted Organic Materials on the Growth Factors for Hardwood and Softwood Tree Seedlings - This project was a demonstration of the effects of compost on the growth of hardwood and softwood tree seedlings. The data produced by this three-year demonstration show that the application of mature composts contributed to a significant accelerated growth of hardwood and softwood tree seedlings. The enhanced growth by all three composts could have positive economic implications for a variety of different industries even though the initial costs of using compost may be greater than straw (Office of Solid Waste and Emergency Response).

Improving Site Assessment: Abbreviated Preliminary Assessments (EPA-540-F-98-037) - This guidance document establishes the minimum requirements for conducting an Abbreviated Preliminary Assessment (APA) instead of a full Preliminary Assessment (PA). The PA process determines and documents whether Superfund action is needed at a Comprehensive Environmental Response, Compensation, and Liability Information System (CERCLIS) site [49K].

Improving Site Assessment: Combined PA/SI Assessments EPA-540-F-98-038 - The U.S. Environmental Protection Agency's (EPA's) Office of Emergency and Remedial Response (OERR) encourages the regions to combine Preliminary Assessment (PA) and Site Inspection (SI) activities, or conduct Integrated Assessments (IAs), to reduce repetitive tasks and ultimately costs. As is the case with its individual components, a combined PA/SI assessment is performed to determine what steps, if any, need to occur next at a site. This guidance document discusses elements and reporting requirements during each phase of the combined PA/SI assessment and supplements existing PA and SI guidance [49K].

Improving Site Assessment: Pre-CERCLIS Screening Assessments - Pre-CERCLIS screening is a review of information on potential Superfund sites to determine whether the site should be entered into EPA's Comprehensive Environmental Response, Compensation and Liability Information System (CERCLIS). Pre-CERCLIS screening is an initial low-cost look at potential sites to ensure that uncontaminated sites or sites ineligible under CERCLA are not unnecessarily entered into CERCLIS for further Superfund-financed assessment activities. This guidance document establishes minimum requirements for conducting pre-CERCLIS screening assessments and supplements existing pre-CERCLIS screening guidance [39K].

bulletThe Office of Pesticide Programs has released the following new biopesticide fact sheets:

Gliocladium catenulatum strain J1446 (021009) - is a naturally occurring widespread fungus that can be used to control various fungal diseases in food and non-food crops. It is approved only for use indoors. The fungus appears to have no adverse effects on humans or the environment.

Canola Oil (011332) - Canola oil is an edible vegetable oil that can be used to control insects on a wide variety of crops. Canola oil appears to have no adverse effects on humans or the environment.

bulletNational Clean Sediment Workshop - The Office of Water has released the proceedings from the National Clean Sediment workshop, held on December 7 - 11, 1998. The purpose of the workgroup was to provide input and coordinate the development of a strategy for determining the quality of surface water with respect to clean sediment. bulletNew from theOffice of Pesticide Programs:

Interim Fiscal Year 2000 Work Plan - The EPA is providing the interim fiscal year 2000 (FY2000) work plan for the Office of Prevention, Pesticides, and Toxic Substances, Office of Pesticide Programs, Registration Division (RD) in keeping with efforts to improve the transparency and flexibility in the registration program. With the publication of this work plan, RD is placing a large emphasis on new chemical, new use, and inert registration actions.

The following Reregistration Eligibility Decisions (REDs) contains the Agency's evaluation of the data base of the chemicals, its conclusions of the potential human health and environmental risks of the current product uses, and its decisions and conditions under which these uses and products will be eligible for reregistration. The REDs include the data and labeling requirements for products for reregistration. They may also include requirements for additional data (generic) on the active ingredient to confirm the risk assessments.

Cutting the Waste Stream in Half: Community Record-Setters Show How (Report) [1,640 K] - This report features 18 communities with record-setting residential or municipal solid waste reduction levels. It examines the policies and strategies used to reach high diversion levels. This publication presents program features and characteristics common to many of the record-setting residential and commercial/institutional waste reduction programs. It provides methods for determining the cost-effectiveness of community waste reduction programs, presents tips to help communities replicate these successful programs, and includes in-depth profiles of the 18 record-setting communities.

Cutting the Waste Stream in Half: Community Record-Setters Show How (Summary) [1,295 K] - This fact sheet packet highlights record-setting waste reduction programs in 18 communities and summarizes information presented in the EPA report listed above.

National Source Reduction Characterization Report for Municipal Solid Waste in the United States [544 K] - This report estimates the quantity of source reduction of municipal solid waste that occurred in the United States in 1996 and looks at factors that drive waste prevention activities, such as design practices, operational changes, policy trends, and new technologies. It defines source reduction, explains the methodology used to calculate results, presents findings, and demonstrates source reduction activities with a variety of case studies.

bullet"Painting the Town Green - Aberdeen Proving Ground Paint Pilot Project" - This case study examines the U.S.Department of Army 's Aberdeen Proving Ground (APG) Environmentally Preferable Purchasing Program strategy, the assistance provided by the environmental standards organization, the result- ing cost savings and environmental benefits, lessons learned, and next steps. It also highlights another successful strategy for incorporating envi- ronmental concerns into federal purchasing decisions. Section 610 of the Regulatory Flexibility Act (RFA) requires federal agencies to conduct periodic reviews of codified regulations that have significant economic impacts on small entities. These projects focus on improving water quality, the natural environment, and the local community. Selected projects represent a variety of geographic locations and conditions, a balance of management and design, strong local, tribal and state leadership, public and private land use mix, and partnerships in stream corridor restoration. This website celebrates these successful projects as examples of accomplishments through restoration(Office of Wetlands, Oceans, and Watersheds).

bulletHazardous Waste Identification Rule - The EPA is proposing to amend its regulations governing solid wastes that are designated as hazardous, because they have been mixed with, or derived-from listed hazardous wastes.This site provides information and data that supported the development of the 1999 Hazardous Waste Identification Rule (HWIR) proposal. Listed in 40 CFR 261.3(a)(2)(iii), 261.3(a)(2)(iv) and 261.3(c)(2)(i), these rules are currently in effect on an emergency basis and this rulemaking action formally proposes their retention. The Agency has the obligation to take final action on revisions to the mixture and derived-from rules by April 30, 2001, after public comments have been taken into consideration.

Preliminary Data Summary of Urban Storm Water Best Management Practices. EPA has completed a Preliminary Data Summary of Urban Storm Water Best Management Practices. The study is based largely on existing literature and data on best management practices (BMPs) that are used to control urban storm water runoff. EPA conducted the study to explore how the Effluent Guidelines program can contribute to the Agency's efforts in implementing the NPDES Storm Water Program (Office of Science and Technology).

bulletRapid Bioassessment Protocols For Use in Streams and Wadeable Rivers: Periphyton, Benthic Macroinvertebrates, and Fish (Second Edition) - (EPA 841-B-99-002) - This document describes refined and revised methods for conducting cost-effective biological assessments of streams and small rivers. It is searchable by chemical identity: CAS Number and chemical name, Molecular Formula, Chemical Type, Definition, or Other Data Identifiers.

November 18 bulletBrownfields Economic Initiatives - The EPA is accepting applications and proposals for the following four programs:

The EPA is accepting applications for Brownfields Job Training and Development Demonstration Pilots until March 3. About 10 pilots will be accepted by the end of May with funding up to $200,000 each over two-years.

The EPA is accepting proposals for supplemental assistance for the National Brownfields Assessment Pilots until Dec. 22. Assessment pilots awarded on or before Sept. 30 1998, may apply for up to $150,0000 for continuance and expansion of their brownfields assessment efforts.

The EPA is accepting proposals for Brownfields Cleanup Revolving Loan Fund Pilots until Feb. 7, 2000. The pilots, which are funded up to $500,000, test cleanup and redevelopment planning models, direct special efforts toward removing regulatory barriers without sacrificing protectiveness and facilitate coordinated environmental cleanup and redevelopment efforts at the federal, state and local levels.

The Environmental Protection Agency will begin accepting applications for Brownfields Job Training and Development Demonstration Pilots through March 3, 2000. The application period will close March 3, 2000 and the Agency intends to competitively select ten Pilots by May, 2000.

bulletChemical Safety Information, Site Security and Fuels Regulatory Relief Act (Public Law 106-40) - The recently enacted Chemical Safety Information, Site Security and Fuels Regulatory Relief Act establishes new provisions for reporting and disseminating information under Section 112(r) of the Clean Air Act. The law has two distinct parts that pertain to: Flammable fuels; and Public access to OCA (also known as "worst-case scenario") data. Phase II Reformulated Gasoline: The Next Major Step Toward Cleaner Air (EPA420-F-99-042) - Phase II of the reformulated gasoline program begins January 1, 2000. The formula for gasoline sold in cities and states that participate in the reformulated gasoline program will again be adjusted to help them move toward cleaner air. The Phase II program will further improve air quality in cities with the worst smog by removing an additional 41,000 tons of smog-forming pollutants from the air. It will also cut emissions of toxic pollutants by 22 percent. [128 Kb PDF]

bulletThe Health Assessment Document for Diesel Emissions, SAB Review Draft (PDF) EPA/600/8-90/057D November 1999 - This assessment represents the Agency's first comprehensive review of health effects from exposure to exhaust from diesel engines. The EPA wanted to be aware of the current health issues as it continues with Clean Air Act regulatory programs. This health assessment addresses key themes or questions such as (1) the health effects of concern for humans, (2) the best insight as to the mode of action and measure of dose/exposure for the toxic response(s), (3) what dose-response analysis suggests about the possible impact/risk to a human population, and (4) the overall nature of the hazard and the related confidence or uncertainties. Bacillus subtilis MBI 600 (129082) - Bacillus subtilis MBI 600 is a bacterium which is used in fungicide products as a treatment for a variety of different seeds. Products containing this active ingredient are used for the suppression of root diseases and seedling diseases caused by certain fungi. Use of the fungicide is not expected to harm humans or the environment.

Maple lactone (2-cyclopenten-1-one, 2-hydroxy-3-methyl) (004049) - Maple lactone is used in a cockroach attractant trap. Use of these traps is not expected to have adverse health effects on humans or pets.

Bacillus cereus strain BP01 (119801) - Bacillus cereus strain BP01 is a microbial plant regulator that is used on cotton to produce higher quality cotton at lower cost. Use of this plant regulator is not expected to cause adverse effects to humans or the environment, including non-target plants.
