Description: This document publishes a formal interpretation of the Hazardous Materials
Regulations (HMR) concerning the responsibilities of a carrier when accepting
hazardous materials for transportation in commerce. This interpretation is being
published in order to facilitate better public understanding and awareness of the HMR.
